The issue was not resolved by simply reverting commit 219499707e1f85d318bb23ce305de4f3cb0e0eb3 as speculated, nor the immediate parents in kglobalacceld. This is part of the bigger change to global shortcuts at https://invent.kde.org/plasma/kglobalacceld/-/merge_requests/44 and is also connected to three other Plasma components, noted in the MR.
