Thanks for trying to reproduce it, unfortunately after updating to 6.1.3 +
Frameworks 6.4.0 I am still able to reproduce it.
To make sure that a caching issue doesn't influence the result, I have had
deleted ~./cache/plasma* before rebooting.
Can you please try to reproduce it when your list of networks in the applet
looks as follows:
1) any connected Network
2) VPN expanded
3) any known network
4) VPNs
5) other unknown networks
I believe 3) plays a crucial role
