This will never that. So the installer is not signed to the Microsoft services and the anti-virus just check that because it don't know what to do. You needs set an exception in this anti-virus to allows the installer to run. That all... Who uses Norton today ???... Norton has a long weird story as a 3rd party software under Windows...
