SUMMARY
Kate's diff feature scrolls two files up and down together (when they are long
enough). The text and scrollbar areas scrolls them up and down when the mouse
is hovered over them and the mouse wheel is used, but scrolling while the mouse
hovers over the line numbering areas does not work.
STEPS TO REPRODUCE
1. Open two files in Kate
2. Right-click a tab and select "Compare with Active Document"
3. View the resulting diff
4. Hover mouse over the line numbers on the left & in the centre of the screen,
and try to scroll
