SUMMARY


STEPS TO REPRODUCE
1. open application menu
2. choose and open any option, for example (system)
3. drag yast to toolbar



OBSERVED RESULT
4. click on yast on toolbar and get Plasma Workspace error  message ("You are
not authorized to execute this file") 
5. permissions are ok.

expect to open yast

ADDITIONAL INFORMATION
had the latest version update of Suse leap 15.5

installed flatpack on 24-0716.
Seems to have solved the problem. 
I can now drag icons from the Application Menu to the toolbar and they work as
expected.
I left one icon (for kmail) on the toolbar that is still calling the error
message. However, after installing flatpack, the last kmail link and others
dragged to the toolbar are working as expected.
