I'm able to reproduce the behavior shown in the video on X11 with Solus Plasma
and on Plasma with KDE Neon

1. Have a file or folder on the desktop, anywhere.
2. Click the icon near the bottom to drag.
3. Drag the icon with the mouse as far to the top as you can, the cursor will
stop at the top of the visible viewport. The top of the icon will be beyond the
viewport.
4. Let go of the mouse button. The icon will snap back to where it had been.

This seems like it could be intentional behavior to avoid having icons get to a
position where the user can't interact with them anymore. I'll defer to the
developers to answer that.
