The meaning of these integers is not clear, and does not correspond to any known value in the Display Configuration, which now appears to use monitor model/serial to identify screens. Through experimentation, it turns out on my system that 0 is my left monitor, 1 is my middle, and 2 is my right, but that certainly isn't obvious. Ideally the Window Rules dialog would have a drop-down for screen, where the naming convention is consistent with Display Configuration.
