I can't reproduce this with Plasma 6.1.1 (neon live), Plasma 6.1.2 (Tuxedo OS)
or Plasma 6.1.80 (neon unstable).
Can you be a bit more explicit about step 2? I've tried moving, clicking,
right-clicking and opening the configuration dialogs (through the tooltip and
through the context menu) to "modify the system tray". But each time, either
edit mode remains open, or closes and the panel can be interacted with
normally.
It is quite possible that there is a certain sequence of steps that leads to
this, but I would need more information to find and reproduce this
