I have done some testing to come up with some more data.
On my machine, the issue is only present when booting into an X11 environment,
but even there will work intermittently.
I have attached a short journal of a couple of reboots and whether the bug was
present or not. In addition, the logs during two of the login sessions --- one
working, and one not --- are attached.
I find it interesting that warnings associated with
"/usr/share/plasma/plasmoids/org.kde.desktopcontainment/contents/ui/main.qml"
show up at different points from session to session *right in the middle of*
the main kscreen display re-configuration period. The specific warnings
themselves don't seem relevant to me, but the timing of when desktopcontainment
is loaded might be?
Take it with a grain of salt; Input is appreciated.
