SUMMARY
While installing a new Flatpak, when you either connect to or disconnect from a
VPN connection, the download will stall and attempting to cancel the download
will not do anything. After a few minutes the download is cancelled but it
should cancel as soon as you select cancel.

I believe the stall is due to Flatpak and not Discover, but the cancel action
should still function appropriately.

STEPS TO REPRODUCE
1. Install a larger Flatpak (that will take a short while to download for
testing purposes)
2. Either connect to or disconnect from a configured VPN
3. The download will stall and will not immediately retry
4. Select "Cancel" either in the top-right or bottom-left area

OBSERVED RESULT
Nothing changes, the installation is not immediately cancelled.

EXPECTED RESULT
The installation should immediately cancel.
