If there's manual re-ordering, then there's no need for groups anymore.

How often does one actually need to re-arrange tray icons on the fly? I think
accidentally dragging a tiny icon (intending to simply click it) is a much more
likely/frequent occurrence than purposely dragging one.

If you need to configure tray icons, there's already only one place you can
configure *when* an icon is shown/hidden -- the Entries list. So I'd say that,
if you want to configure the *order* too, it makes sense to have that in the
same place, rather than having the configuration split between the settings and
the tray itself.

I suppose draggable tray icons could be a toggleable option if users really
want it though. Just might complicate the implementation a good bit.
