SUMMARY
when a application resizes itself, eg opening and closing the participant
list/chat that is merged to meeting video in zoom, it will resize a maximized
window to a smaller window, and kwin does not reconze that it was restored,
thus causing the user having to press the button twice

STEPS TO REPRODUCE
1. application resizes it self from maximized to restored
2. maximize/resoe button remins at "resored" mode
3. user need to press twice to switch frrom "restore" to "maximize" mode and
then maximize the appliaction

OBSERVED RESULT
i need to press the restore/maximize button to twice to maximize the screen
