I thought I was crazy. But actually this made me realize (and I hope this can be helpful for the investigation), that the text in titlebars is unaffected. The blurriness only happens inside the app content, not on the window decorations. And it's the case for several KDE apps (I have only tested/screenshotted Kate, Dolphin and Konsole).
