SUMMARY

When disabling "System settings -> Colours&Themes -> System Sounds -> Enable
notification sounds" (button at top right) sounds still play. Also when
changing theme to either "Ocean" or "Oxygen" the sounds played are always from
"FreeDesktop" theme.

STEPS TO REPRODUCE
1. Uncheck the "Enable notification sounds"
2. Do something that plays notification sounds, like changing sound by hovering
on the sound icons and scrolling 

OBSERVED RESULT
Sounds play.

EXPECTED RESULT
No sounds should play.

ADDITIONAL INFORMATION
This was tested on a fresh install on KDE Neon.
I found that if I disable notifications, sound goes away, but so do my kdialog
popups which I need.
