Ignore this one, I figured out my issue was not related to this bug at all, it
turns out my RAM got slightly de-seated and was causing my CPU to run at its
minimum idle frequency all the time (400mhz). After I re-seated the RAM my low
fps issues went away completely.  Sorry for adding confusion into the mix,
disregard the comment this is in reply to.
