SUMMARY
It's not possible to change the position of the desktop panel

STEPS TO REPRODUCE
1. Right Click on Panel and Show Panel Configurations
2. Try to change Panel Position
3. 

OBSERVED RESULT
Panel goes to the position you selects, but the while rearranging the items
attached to it Edit Mode freezes

EXPECTED RESULT
Panel changes position and all items are rearranged without failing

ADDITIONAL INFORMATION
Happened while I was writing this thread on Discuss KDE:

Normally I use  the panel on the left. To better illustrate the exemple there I
changed the position to the bottom to take a screenshot, when I tried to change
the position again to the left it happened. Now I'm stuck with the panel on the
bottom.

Restarted the system and tried on both X11 and Wayland.
