I could replicate the bug right away with Plasma 5.27 and X11 session, so it seems, we have confirmation, that Neon packages are somehow at fault here. Second, Wayland doesn't matter here, something else is causing it. I guess, it's time for the devs to start debuging it in more details. Maybe some terminal data during drag-drop action would prove handy?
