That solved the issue, thanks ! I only cleared the items in the 3 folders in ~/.cache/kwin, did a reboot, and I now see all the options. I didn't touched the folder systemsettings since I wanted to try 1 thing at a time. And to add some details, I did not touch anything in this setting panel before upgrading to plasma 6.1 Maybe the cleaning of this cache folder could be automated in a future update if you guys can reproduce my bug.
