I can confirm the crashing, it is consistently reproducible on a fresh profile in current Neon. It doesn't seem like moving the applet is required, just clicking it while in Panel Configuration mode is enough. (Though moving also works, as it involves clicking the applet). It does open the widget explorer though, not the alternative widgets popup.
