Can confirm, although in my case the problem started only with the update to
Plasma 6.1 (i.e. in plasma 6.0.X it worked for me). ALso, i'm using fedora and
not manjaro.

The top panel just won't turn opaque anymore when a window is maximized since
the update to Plasma 6.1. The setting is set to "adaptive".
