I can confirm that the SQL plugin is missing in Kate 24.05.1 on Solus Plasma 6
and on 24.05.0 on KDE Neon
It's still advertised as a plugin on the app page

katesqlplugin.so is not present in the respective plugin folder, for Neon
that's
/usr/lib/x86_64-linux-gnu/qt6/plugins/kf6/ktexteditor
