This is one of the following:
1. Your error for not installing the package that includes `localctl`
2. A NixOS error for not providing that tool
3. An incompatibility between the KCM and NixOS if NixOS doesn't support that
tool and uses something else instead.
Can you contact the NixOS packagers and find out which of those thing is the
case?
