SUMMARY
I read having my locale in Japanese can affect it but I can't read Japanese and
need my locale to stay Japanese to run other programs and can only read english 

STEPS TO REPRODUCE
1. set locale to Japanese in control pannel
2. Install Kleopatra
3. go to GnuPG system settings

OBSERVED RESULT
mix of Japanese and english

EXPECTED RESULT
just english
