SUMMARY
The set position for the task bar is ignored when you set monitor priority.
STEPS TO REPRODUCE
1. Set your position for your task bar on one of your monitors.
2. Change the priority of your monitors.
3. Notice how your task bar just moved.
OBSERVED RESULT
Task bar is moved
EXPECTED RESULT
When the user sets the position of the task bar it should take priority over
"monitor priority".

Additional Notes:
While attempting to fill out this bug report I noticed that I am unable to copy
details from the "About this system" page in the system settings and paste it
into the text field using the Brave web browser.
