This is not unintentional behavior but it is unexpected behavior.
These actions are meant to correspond with the corresponding brush setting
called "Fade", which is hardest at the highest value rather than at the lowest
value. I don't know why "Fade" is called "Fade" instead of something like
"Hardness".
