A video recording of the bug

SUMMARY
I have two monitors above each other. When my floating taskbar moves (a window
gets close to it), it produces a visual artifact on the display above. This is
above every window so it blocks part of everything.

STEPS TO REPRODUCE
Not really sure about these
1. Setup two monitors stacked
2. Create a floating task-bar on the bottom one
3. Move a window near it

OBSERVED RESULT
A visual artifact on the top screen

EXPECTED RESULT
No visual changes to the top screen
