SUMMARY
dragging, even accidentally and for an instant, a link or an image freezes the
chrome window, all I can do is close and re open that chrome window. it won't
affect other chrome windows or chrome apps already open at that moment

STEPS TO REPRODUCE
1. click on a link or an image inside any website in a chrome window. 
2. do not release the click and
3. move mouse in any direction

OBSERVED RESULT
cursor icon becomes a closed fist, like it does for any dragging image, but
interacting with that window becomes impossible, even clicking on the address
bar or any tab

EXPECTED RESULT
once the click is released the window should be still working

Linux/KDE Plasma: Latest kde neon, all updates done
