This was intentional, wayland till relatively recently had no way to
"correctly" pass focus and no-one does it on launch.
So any focus stealing prevention becomes never giving it focus on launch, which
is also different from what the setting would do on X.
Making it so rules apply for /just/ extreme is doable, so I'll put this as
confirmed. Being on the same level as X simply isn't.
