It looks like it get's opened at https://invent.kde.org/plasma/plasma-workspace/-/blob/Plasma/5.27/ksmserver/server.cpp?ref_type=heads#L306, then it gets written and that's it. It's never flushed or closed. Closing file after writing fixed issue for me. I'm not sure this file descriptor is meant to leak.
