I set SDDM to use Wayland (https://wiki.archlinux.org/title/SDDM#Wayland) and synced the settings from Plasma to SDDM once. This seems to have completely fixed the issue. I think the reason it wasn't working could be (completely a guess) that SDDM used X11 and I don't have FreeSync configured on X11. I'm not sure. But it works now!
