SUMMARY
Rnadomly (still unable to be more specific about the triggering action), when I
resize a window, it becomes "locked" -- it can't be moved or further resized;
it can't be moved from its current location. The only way I've found around
this issue is to 'window-shade' and restore it. Then, it is unlocked and
moveable again.

STEPS TO REPRODUCE
1.   resize a window

OBSERVED RESULT
This issue is most prevalent with emacs windows (most likely to be resized);
but just happened with gimp.

EXPECTED RESULT
Do not lock window location

ADDITIONAL INFORMATION
Happens several times per day; now watching to see if resizing over a screen
boundary contributes to the issue. (I have 3 screens).
