The only way I've found around this issue is to 'window-shade' and restore it. Then, it is unlocked and moveable again. STEPS TO REPRODUCE 1. resize a window 2. 3. OBSERVED RESULT This issue is most prevalent with emacs windows (most likely to be resized); but just happened with gimp.
