SUMMARY
I have a fresh fedora 40 installation with the language set to german
(switzerland). when i want to add a language or change the current one, after
selecting a language the following message appears:
"Could not find the system's available locales using the localectl tool. Please
file a bug report about this at https://bugs.kde.org";
But after a restart, the language is changed/added and works and no error
message shows up in settings.
localectl outputs the following though:
System Locale: LANG=de_CH.UTF-8
    VC Keymap: ch
   X11 Layout: ch
    X11 Model: pc105
