I tried changing time zone using following commands:
Configure the system clock

Set the time zone:
ln -sf /usr/share/zoneinfo/Region/City /etc/localtime

Run hwclock to generate /etc/adjtime:
hwclock --systohc

and it worked! Thus I think it is KDE bug and not Artix.
