Don't activate plasmoid on layout change
Activating the plasmoid when the layout changes doesn't actually do anything
the only thing that it does is to close the systray popup if it's open,
which is not something that we want.
What's needed is actually the other way around, change the layout when
activated,
to make the shortcut work
