Ultimately it seems like you're looking for a solution to Bug 442981. I agree
that it's very annoying and needs a solution. Unfortunately this isn't it; it's
not really feasible to make the bottom tabs customizable with the current
infrastructure. I think we should instead put effort into Bug 442981.
