error when trying to save the file (in Russian)

STEPS TO REPRODUCE
1. Any attempt to save a file in any format in any folder
OBSERVED RESULT
Failed to save
The file could not be opened for writing. Reason: The
file could not be opened.
OK
Show details -> The file could not be opened for writing. Reason: The
file could not be opened.
EXPECTED RESULT
Saving a file

ADDITIONAL INFORMATION
I've been using Krita for about 2 years and this error appeared yesterday. I
reinstalled Krita, restarted the computer and tried to find a solution on the
forums (however, I found only 1 post with the same problem and there was no
answer to it)
