Here's a krita file that you can load so that you don't have to create one
using the steps above. This allows you to start with step 8 and reproduce the
bug.

Steps to reproduce:
1. Create new document.
2. Create layer 1.
3. Draw a mark on layer 1.
4. Create layer 2.
5. Draw a mark on layer 2.
6. Group layers 1 and 2.
7. Hide layer 2.
8. Select group.
9. Choose move tool.
10. In Tool Options, choose "Move the whole group".
11. Attempt to move the group.
12. Unhide layer 2.

Result:
Layer 2 did not move, even though it is within the group. This also holds true
for invisible layers within subgroups within a group.

Example case:
I created groups of layers for a character design, with several different sets
of eyes, mouths, etc... I wanted to show someone many variations, so I
duplicated the group, and attempted to hide/unhide different layers to show
variety across several iterations. However, all the non-visible layers,
including backup layers of things I'm not using but might want to go back to,
remained in their original spot, ruining the entire composition of the
character just by trying to move it.
