SUMMARY
If you have a keyboard shortcut like Alt+Shift for switching keyboard layout
(which is also the Windows OS shortcut for 30+ years), the shortcut is also
triggered when pressing Alt+Shift+N (KNote new Note), Alt+Shift+F2 (Krunner
open with clipboard) or  Alt+Shift+Up (used for move line up in some programs)  

STEPS TO REPRODUCE
1. In Settings->Keyboard->Layout dd a keyboard layout (unless you already have
one)
2. In Settings->Keyboard->Layout click "Main Shortcuts" and select Alt+Space,
apply
3. Press Alt+Shift+F2 to launch KRunner with clipboard contents

OBSERVED RESULT
The keyboard layout is changed, then KLauncher starts 

EXPECTED RESULT
KLauncher should start without changing keyboard layout

ADDITIONAL INFORMATION
In Windows, where Alt+Shift is the default keyboard layout, the layout switch
does not happen when both keys are pressed, but rather afther both are pressed
and Alt or Shift are **released**. This has to be intruduced to KDE as an
option in order to prevent unwanted keyboard layout switching.
