Yep, this was replaced with "Dodge Windows" in Plasma 6, as you've observed.
I'm afraid there are no plans to bring back "Windows Can Cover", sorry.
JFYI, one more thing...

Can you explain how? Are you not aware of the input redirection feature that
means floating panels have click areas that continue to respect Fitts Law? As
such the feature should not make the computer any harder to use at all?
