Kate launch screen with mixed language usage

SUMMARY
A random assortment of UI text is displaying as Japanese, which I have
installed on Windows, despite my Windows being set to display in English UK.

STEPS TO REPRODUCE
1. Ensure English UK and Japanese are the only two languages installed in your
Language settings, with all optional features
2. Set English UK as your Windows display language
3. Open Kate

OBSERVED RESULT
Some UI text, including toolbars, menu dropdowns and about screens, are in
Japanese instead of English.

EXPECTED RESULT
All UI text should be in English to align with my Windows display language
settings.

Kate Version: 24.07.70 / Master build 7162 from

ADDITIONAL INFORMATION
I don't have languages other than en-GB.UTF8 set on my primary Linux distro so
I haven't reproduced/tried reproducing this issue there. It sounds closely
related to https://bugs.kde.org/show_bug.cgi?id=192019 and
https://bugs.kde.org/show_bug.cgi?id=319282 but this is on Windows.
