Some programs don't reopen in an actually maximized state, they are just the
same size as a maximized window. Elisa comes to mind as an example on my system
anyway.

Hmm, on my desktop I could only make the issue occur by dragging it with the
title bar. I didn't even bother testing it with the buttons on my laptop, but I
will have to check.

I found Element (the matrix client) running in full Wayland to be affected.
System Monitor was also affected.
