SUMMARY
When I open my browser (Google Chrome), which is pinned to the desktop panel,
the panel moves up. To fix this, I have to go into the settings and change the
possition to "top" (the bottom option is not shown as the system things the
panel is at the bottom), which doesn't do anything as the panel is already at
the top and then I need to change it back to "bottom". 

STEPS TO REPRODUCE
Unfortunatelly no reliable way to reproduce this. But it tends to happen when I
open an application that is pinned to the panel - I believe that in all cases
it was Google Chrrome but that's probably just because I use it the most.
