SUMMARY
I tried to add new panel, but I can't find any option to add panel. Menu for
panel doesn't contain any option related to panels (except remove panel). The
same for desktop menu.
OBSERVED RESULT
No option to add panel.
EXPECTED RESULT
Option to add panel should be available
