SUMMARY
When using a floating panel that has Visibility="Dodge Windows" and
Opacity="Adaptive" the panel correctly dodges, but is always translucent for
me.
When a Window is maximized, I would expect the panel to be opaque when moving
the cursor down, to show the panel.

STEPS TO REPRODUCE
1. Create a floating panel.
2. Set Visibility to "Dodge Windows"
3. Set Opacity to "Adaptive"
4. Maximize a Window.
5. Move the cursor down to show the floating panel.

OBSERVED RESULT
The Panel is translucent.

EXPECTED RESULT
The Panel should be opaque.
