On Wayland, if it's not working with Krusader or whatever, we need to have the application adapted to produce a token that will be handed over. In the case of Konsole, we are not doing that because konsole (bash?) doesn't have a way to create this token. We should make Konsole create the environment variable that communicates the token. As such it's a Konsole bug, not Kate's.
