SUMMARY
Under X11, when the screen is off (either by timeout or manually), kwin_x11 and
Xorg processes stay with 50% CPU usage. After turning on the displays, it
returns back to normal.
This issue doesn't happen with Kwin wayland and started with Kwin >= 6.0.0
STEPS TO REPRODUCE
1. Run `dbus-send --session --print-reply --dest=org.kde.kglobalaccel
/component/org_kde_powerdevil org.kde.kglobalaccel.Component.invokeShortcut
string:'Turn Off Screen'` or wait for the screen off timeout
2. SSH into the machine and run htop
3. Observe high CPU usage on kwin_x11 and Xorg processes
