I can confirm that cut/copy on a newly opened single layer document (a gif, or
other) causes a safe assert (on git 1a2dd97)

I'm guessing the test build had "crash on safe asserts" enabled.
The cause for this bug is that no layer is initially selected, as described in
bug 480718.
So I'm marking it as a duplicate of that.
