The default color stops for a yellow sticky note set by Plasma appear to be #f7eabf, #f9eecd. Something in that range might be appropriate. One potential option is to make the pop-up note background less intense than the highlighter color, since they essentially serve different purposes. We could go with the sticky note color for Okular's popup notes, and something a little brighter for the highlighter (but still less intense than what we have now).
