Steps to reproduce:
1. Set custom tiling panel layout and padding.
2. Turn display off and on again.
3. New section in ~/.config/kwinrc got added with the default layout:
tiles={"layoutDirection":"horizontal","tiles":[{"width":0.25},{"width":0.5},{"width":0.25}]}
and padding got reset to 4.
