SUMMARY
Virtual desktops are common for all activities. Their number and names are the
same. For example, if I created 2 activities: Home & Work. It is reasonable to
add different virtual desktops to this activities. But right now this is a
problem. Due to some reasons names of virtual desktops are the same. I cannot
set different names to virtual desktops on different activities. 

STEPS TO REPRODUCE
1. Create 2 different Activities (Settings -> Apps & Windows -> Activities ->
Create New)
2. Add 3 virtual desktops to the first Activity (Settings -> Apps & Windows ->
Virtual Desktops -> Add)
3. Set different names to all 3 Virtual Desktops

OBSERVED RESULT
Whey I'm switching Activities (Meta + Tab) I see that virtual desktops are
common for all activities. The number of desktops and its names are the same.

EXPECTED RESULT
There should be the possibility to add different number of desktops for each
activity as well as different names for each virtual desktop.
